Every time you turn on the news recently, you will hear about the extremist Islamic ISIS terrorists gaining ground in Syria and Iraq, fighting fierce battles with local forces who are trying in vain to stop them.
So far, even with the support of American led coalition bombing from the air ISIS seems unbeatable, as they take over village after village, town after town and city after city.
It is rather obvious to anyone familiar with military confrontations (battles) that in order to stop an enemy on the ground, you have to have, "boots on the ground" (soldiers) there to face the opposing fighteres and to engage them in battle. Using air power only is ineffective.
Boots on the ground are necessary to see exactly what is goning on. They can radio vital (important) intelligence (information) to the air and to each other, in this way they can coordinate counterattacks to push back and eventually defeat the enemy "boots on the ground." The mass-media uses "boots on the ground" instead of saying troops or slodiers. (V.C)
