This expression exists for a reason.  The truth is that when people go to Las Vegas, many of them go there to party.  There is a lot of drinking and gambling and general wasting of money in Las Vegas.  It is notorious for this and has a reputation as a seedy place.
There are many clubs, bars, strip clubs and especially casinos.

People go on vacation in Las Vegas and lose thousands of dollars.  Some of them are poorer and cannot afford to lose so much money.  Others are very wealthy and losing thousands of dollars is not important to them.

In the casinos in Las Vegas, you can see both types of people side-by-side.  The casinos make a lot of money because the odds are always stacked against you.

Notorious - Famous for a bad reason.  For example, "Adolf Hitler was a notorious leader."

Seedy - Dirty and not respectable.  Use this word to describe business, or areas of cities.

The odds are stacked against you - This means that it is very difficult to win at a game.
