As it was,  there was already civic disobedience on the street, rampant crimes in the cities, while communist inspired revolutionary cells and muslim terrorist groups were springing up in the jungles.

He claimed not to be a dictator and that martial law was not a military takeover.

Many of the Philippine people thought otherwise.  Even when he offered Amnesty with no questions asked for those who handed over their guns to him, they distrusted him.

There were gun return depots set-up at various points in Manila.  Soldiers stood guard at these locations.

That in itself seemed intimidation and it was obvious to me, as I sat in the front seat of a dented Ford sedan, a private car for hire driven by a Philippino who called himsef "Tula"; I knew that the so-called "bad guys" (i.e.  those opposed to Marcos) would not be relinquishing their weapons so easily.                                  (V.C)
