Most of us regular folk (average people) don't really live where we want to.  Usually we live near our jobs.

Without money, we can't live anywhere.  We would end up out on the streets, homeless.

For economic reasons, many people have to live in the suburbs (bed-town), near the big cities and commute to work by train, or by bus, or by car.

Many workers live in Chiba, or in Saitama because these places are fairly close to Tokyo and cheaper to live in.

Living in Tokyo, especially if you are married and have kids, is nealy economically impossible, unless the company you work for pays your rent and a big salary.                                (V.C)
